Duties and Responsibilities:

Under the supervision of the Chief Fuel Officer the incumbent shall perform the following duties:

·         Assist in the provision of effective and timely planning, and coordination of the provision of ground fuel, aviation fuel and lubricants within the assigned sector in coordination with the Fuel Contractor’s Site Manager;
·         Keep computerized records (Mission Electronic Fuel Accounting System) of all received and issued POL products within the sector or area and enter information into the Fuel database and;
·         Review and analyze fuel returns and database records for correctness and discrepancies;
·         Assist in initiating reports on database anomalies and assist in investigation of discrepancies;
·         Assist in reviewing and monitoring existing requirements for POL products for vehicles, aircraft and generators, both for UN-owned and Contingent-owned equipment;
·         Assist in analyzing consumption patterns for POL in the sector;
·         Ensure environmental policies are adhered to, including fire and safety standards;
·         Ensure that bulk fuel receipts in the sector undergo quality assurance checks. Ensure daily testing of aviation fuel and ground fuel;
·         Ensure that Fuel Contractor’s staffs are trained and maintain accurate personnel records;
·         Ensure morning and evening verification of fuel stocks; ensure strict accountability of all fuel stocks as well as daily functional/safety inspection of all equipment including Containerized Re-fueling Station (CRS), fuel tanks, fuel pumps and fuel testing equipment;
·         Ensure that Fuel Contractor’s fuel equipment are maintained and calibrated and records maintained;
·         Inspect sector fuel points weekly; assist with the technical evaluation of proposals;
·         Be a member of any Site Board meeting conducted within his/her Sector for new fuel site establishment and monitor mobilization and construction of sites;
·         Receive and process requests for Visa, F1 document, contractor’s ID card and book keeping;
·         Verify original invoices submitted by POL supplier for payment;
·         Ensure that all financial and procurement rules and regulations are adhered to when processing
      payments;
·         Liaise with Procurement Section, Contract Management Unit and Finance Section to ensure timely settlement of invoices and recovery of funds where required;
·         Maintain and accurately record all POL accounting data on electronic files, databases and on regular files as required;
·         Produce reports on the status of outstanding requisitions, paid and/or outstanding invoices, payment and related details;
·         Managing incoming/outgoing correspondence, ensuring that correspondence is logged and appropriately delegated; and
·         Perform any other duties as may required.

Professionalism: Detailed knowledge of internationally accepted fuel purchasing and management standards with a good understanding of the UN procurement/contract execution and administration; a thorough understanding of inventory policies, practices and procedures;
Planning and Organizing: Effective skills in raising, assigning and following up on project schedules and work orders; demonstrated ability to determine work required and assign the same correctly according to skills capability of available staff.
Teamwork: Good inter-personal skills; ability to work in a multi-cultural, multi-ethnic environment with sensitivity for diversity and gender.
Communications: Ability to communicate effectively, both orally and in writing.
Technological Awareness: Good computer skills; proficiency in relevant software and other applications.

Qualifications: High school diploma, Post-secondary education at college, university or specialized training institution in the field of Fuel/Petroleum, Oil and Lubricants (POL)-related discipline from internationally-recognized organizations, e.g., IATA, is an asset. Certification or other supplemental academic qualifications or training is highly desirable.
Experience: At least four (4) years of experience and a high level of demonstrated analytical and problem-solving skills.  Experience with UN/NGO or other International bodies is an added asset.
Language skills: Fluency in written and spoken English and Arabic.  Knowledge of other languages spoken in Sudan and/or other UN languages is an advantage.
Other skills: Demonstrated ability to apply good judgment in the context of assignments given. Demonstrated effective organizational skills and ability to handle work in an efficient and timely manner is highly desirable.

General Service (GS) staff interested in applying for a National Professional Officer (NPO) post
must meet the minimum requirements of the post, including academic qualifications and years of relevant professional
experience. Experience in the General Service category does not count as professional experience. If selected, the GS
staff member will be required to resign his/her current post before taking up the NPO post. There will be no break in
service between the two types of appointments.

Under the direct supervision of the Human Rights Officer/ Team Leader and overall supervision
of the Senior Human Rights Officer or the Chief Human Rights Officer, (Juba, to be stationed
inYambio and Wau, to be stationed in Aweil) the National Human Rights Officer shall perform the
following duties:

• Monitor, analyze and report on the Human Rights situation prevailing in his/her area of
responsibility;
• Monitor court hearings and trials and provide notes and analysis of proceedings;
• Visit detention centers and carry out interviews as appropriate;
• Participate in field missions to carry out Human Rights work;
• Carry out investigations into Human Rights violations including interviewing witnesses and
victims as appropriate;
• Maintain continuous contact with key stakeholders including government institutions and
civil society representatives;
• Participate in human rights advocacy efforts with authorities and other stakeholders;
• Contribute to and/or draft reports, briefing notes, talking points, statements or other
documents as necessary related to Human Rights matters;

• Contribute to the Office’s analysis and reporting through provision of thorough
understanding of local laws, customs, and political context;
• Assist in conducting Human Rights capacity-building activities including development
and implementation of Human Rights training programmes for national law enforcement
officials, representatives of Civil Society, Human Rights Non-Governmental Organizations
(NGOs) and other stakeholders as required;
• Support efforts for the strengthening of Civil Society in the promotion and protection of
Human Rights;
• Ensure that documents are in line with approved formats, quality standards, and are duly
filed.
• Perform other related duties as required.

Competencies:
Professionalism: Knowledge and understanding of human rights-related issues; ability to identify
problems, i.e., political, ethnic, racial, gender-based, social, economic, etc.,; demonstrated research
and analytical skills, including the ability to identify and participate in the resolution of relevant
issues/problems; basic knowledge of institutional mandates, policies, guidelines, etc. related to
human rights; skills in developing sources for data collection.
Planning and Organizing: Ability to establish priorities and to plan, coordinate and monitor own
work plan; Demonstrated ability to apply good judgment in the context of assignments given.
Communication: Ability to speak and write in a clear and concise manner, including ability to
draft a variety of reports, correspondence, etc.
Technological Awareness: Good computer skills, including proficiency in word processing,
spreadsheets, and other relevant software packages.
Teamwork: Good interpersonal skills, ability to work in a multi-cultural, multi ethnic environment
with sensitivity and respect for diversity.

Qualifications:
Education: Advance University Degree (Master’s or a Bachelor’s) preferably in law, political
science, international relations or other disciplines related to human rights or combination of
University Degree and experience in a related field.
Experience: A minimum of 2 years and a Masters degree or equivalent (4 years with a BA)
of progressively responsible professional work experience closely related to political science,
international relations, law or other related disciplines. Human rights field work will be an asset.
Candidates with BA and 2 years of relevant experience may be considered to be appointed at NOA
level.
Languages skills: Fluency in both written and spoken English and Arabic. Knowledge of Dinka
is an asset.

CRWRC has a vacancy for the position of: CASHIER/FINANCE

ASSISTANT

The Cashier/Finance Assistant will be based in Yei Town, Yei River County, Southern Sudan and work
out of the CRWRC office there. The incumbent will have responsibility to work in a team and
individually to carry financial controls and operations activities for CRWRC in Southern Sudan as a part
of what is initially a one-year food security/livelihoods initiative. The Cashier/Finance Assistant will
ensure good stewardship, transparency and accountability of financial resources by managing the
day-to-day financial activities, implementing financial policies, procedures and systems that promote
sound internal controlling and financial reporting. This is NOT an entry level position and demands an
experienced cashier/finance assistant who has had work experience with international NGOs.

Assist the Finance Officer with production of financial reports based on CRWRC and donor
policies.
Have knowledge of and implement Generally Accepted Accounting Principles.
Assist in setting up and managing office financial procedures including but not limited to areas
of bank reconciliation, petty cash, currency exchanges and staff salary payments and ensuring
internal controls are followed. Specific duties will include 1) collecting and examining supporting
documents prior to making payments, 2) paying out cash, whereby each payment requires
authorization beforehand, 3) ensuring that the documents and signatures are valid, 4) preparing
payment vouchers and receipts for vouchers, 4) ensuring that all the vouchers are correctly
coded and receipts are issued, 5) maintaining cash flow, 6) following up advances and ensuring

accountability is properly made and approved with signatures, 7) requesting for petty cash
replenishment to cahier safe.
Managing cash. Specifically, 1) ensuring supporting documents/signatures are valid for cash
received, 2) weekly cash count and reconciliation of cash and advance payment, 3) being
responsible for all project cash flowing through office.
Filing accounts records in an orderly manner.
Preparing cash control sheets.
Maintaining a high degree of confidentiality in payment of staff salaries & incentives and the
donor budget
Cash missing is replaced by the Cashier/Finance Assistant
Enter data into and be willing to learn to use QUICKBOOKS accounting software program.
Maintain USD and SDG journals.
Assisting in all aspects of the project as assigned.

REQUIRED QUALIFICATIONS:

University degree in accounting or relevant business field
Significant work experience as a cashier for an international NGO with demonstrated history of
processing cash transactions, financial systems, mathematical aptitude and attention to detail
Excellent communication and interpersonal skills
Fluency in reading, writing and speaking Bari
Fluency in reading, writing and speaking English

PREFERRED QUALIFICATIONS:

Advanced computer skills
Proficiency in QUICKBOOKS software
Fluency in reading, writing and speaking Juba Arabic
A mature Christian committed to serving Jesus Christ
Sudanese national strongly preferred
